Purpose: This study aims to analyze the structural deficiencies in the existing performance appraisal system of the Korea Coast Guard (KCG) and propose a solution to improve it. The proposed solution involves the development of a database-based system utilizing artificial intelligence (AI) and big data to enhance the fairness and efficiency of evaluations. Method: To improve the personnel evaluation system of the KCG, the study conducted a literature review and case analysis. Additionally, it proposed integrating AI and big data technologies into a database-based evaluation system to establish a more efficient and fair approach. Result: The database-based system can improve the objectivity and consistency of evaluations while leveraging AI and big data to create tailored evaluation criteria for each job type, thereby enhancing reliability and efficiency. Conclusion: Structural improvements to the KCG’s personnel evaluation system will contribute to greater fairness and efficiency within the organization. This, in turn, will provide a solid foundation for the KCG to fulfill its role as a trusted institution in the eyes of the public.
연구목적: 본 연구는 해양경찰청의 기존 근무 성적 평정 제도가 지닌 구조적 결함을 분석하고, 이를 개선하기 위해 AI와 빅데이터를 활용한 데이터베이스 기반 시스템을 구축하여 평가의 공정성과 효율성을 제고하는 방안을 제시한다. 연구방법: 해양경찰청의 인사평가 체계를 개선하기 위해 문헌 연구와 사례분석을 중심으로 연구를 진행하였다. 또한, 데이터베이스 기반의 평가 시스템에 인공지능(AI)과 빅데이터 기술을 결합하여 더욱 효율적이고 공정한 인사 평가 시스템을 구축할 수 있는 방안을 제안하였다. 연구결과: 데이터베이스 기반 시스템은 평가의 객관성과 일관성을 높이고, AI와 빅데이터를 활용해 직무별 맞춤형 평가 기준을 마련하여 신뢰성과 효율성을 강화할 수 있다. 결론: 해양경찰 인사평가의 구조적 개선은 조직 내 공정성과 효율성을 높이는 데 기여할 것이며, 이를 통해 국민에게 신뢰받는 해양경찰청으로서의 역할 수행의 중요한 기반이 될 것이다.
