Abstract
Purpose: The objective of this study is to present practical implications for the safety management of mudslides by identifying risk factors for the earth retaining structure collapse at construction sites and comparing and analyzing the importance and execution of measures to prevent collapse. Method: 165 construction engineers were investigated for the cause and action of the earth retaining structure collapse, and the priority of risk factors for each construction stage was derived by applying the IPA (Importance-Performance Analysis) technique. Result: while the importance of the factors for improving the bidding and procurement stage system to reduce the risk of construction progress due to unreasonable attempts to reduce construction costs in the construction management process was very high, the execution was the lowest, indicating that improvement was urgent. In addition, the IPA analysis result suggested the specific direction of the management of preventing the collapse of the mudslides, which currently has 8 factors in need of maintenance (Quad II), 3 factors in urgent need of improvement (Quad II), 7 factors to be improved in the mid to long term (III quadrant), and 4 factors that can be maintained at the current level (IV quadrant). Conclusion: The results of this study suggest that systematic management and improvement of risk factors by stage is essential for preventing earth retaining structure collapse, and will be able to provide basic data for institutional supplementation and on-site execution to resolve differences between importance and performance.
연구목적: 본 연구는 건설공사 현장에서의 흙막이 붕괴 위험 요소를 파악하고, 붕괴 방지 대책의 중요도와 실행도를 비교·분석함으로써 흙막이 안전관리에 대한 실무적 시사점을 제시하는 데 목적이 있다. 연구방법: 건설분야 전문가 기술사 165명을 대상으로 흙막이 붕괴 사고 원인 및 대응 방안에 대한 중요도와 실행도를 조사하였으며, IPA(Importance-Performance Analysis) 기법을 적용하여 공사 단계별 위험 요소의 우선순위를 도출하였다. 연구결과: 공사 관리 과정에서 무리한 공사비 절감 시도로 인한 공사 진행의 위험성을 줄이기 위한 입찰 및 조달 단계 제도 개선 요인의 중요도는 매우 높은 반면, 실행도가 가장 낮아 이에 대한 개선이 시급함을 나타냈다. 또한, IPA 분석 결과는 흙막이 붕괴 방지 관리의 구체적 방향성을 제시하였는데, 현재 유지가 필요한 요소가 8개(I사분면), 긴급히 개선이 필요한 요소가 3개(II사분면), 중장기적으로 개선할 요소가 7개(III사분면), 그리고 현행 수준에서 유지 가능한 요소가 4개(IV사분면)로 확인되었다. 결론: 본 연구의 결과는 단계별 위험 요소에 대한 체계적인 관리와 개선이 흙막이 붕괴 사고 예방에 필수적임을 시사하며, 중요도와 실행도 간의 차이를 해소하기 위한 제도적 보완과 현장 실행력 강화에 기초자료를 제공할 수 있을 것이다.
