Abstract
Purpose: We investigate the current status of the establishment of the Business Continuity Management System (BCMS), analyze the legal and institutional factors that impede its activation, and derive improvement measures to encourage active participation by companies and to promote BCMS. Method: FGI and survey were combined, and a questionnaire was created based on the experiences and opinions obtained through interviews, administered to 40 subjects, and statistical analysis was used to investigate factors hindering activation and directions for improvement. Result: In the distribution of response levels by items of improvement of laws and regulations among the two factors with high reliability as a result of data analysis, it was found that improvements in laws and regulations, such as expansion of the scope of application of laws(70%), simplification of certification procedures for excellent companies(85%), and mandatory job assignment of certificate holders(87.5%), were necessary for activating BCMS. Conclusion: Based on the research results, seven specific legal and institutional improvement plans were proposed to improve the effectiveness and activation of corporate BCMS establishment.
연구목적: 현행 재해경감활동관리체계(BCMS) 구축 현황을 조사하고 활성화를 저해하는 법·제도적 요인을 분석하고 개선방안을 도출하여 기업의 적극적인 참여와 BCMS 활성화 방안을 제언한다. 연구방법: FGI와 설문조사를 혼합하였고 인터뷰를 통해 얻은 경험과 의견을 기준으로 설문지를 작성하여 설문 대상자 40명에게 실시하고 통계분석을 통해 활성화 저해요인 및 개선방향을 조사하였다. 연구결과: 데이터 분석 결과 신뢰도가 높은 2개 요인 중 법·제도개선 항목별 응답 수준 분포 조사에서법 적용 범위 확대(70%), 우수기업 인증절차 간소화(85%), 자격증 보유자 업무배치 의무화(87.5%) 등 법·제도 개선이 BCMS 활성화를 위해서 필요한 것으로 조사되었다. 결론: 연구 결과를 토대로 하여 기업의 BCMS 구축 실효성과 활성화를 위한 7가지 구체적인 법·제도 개선 방안을 제언하였다.
