Abstract
Purpose: This study aims to empirically analyze the utilization and limitations of the PS-LTE-based communication network in wildfire disaster response and to identify the demand and concerns regarding next-generation integrated networks, including low Earth orbit(LEO) satellite communication, in order to propose practical measures for enhancing disaster communication systems. Method: An online survey was conducted with 127 employees of the Korea Forest Service and its affiliated agencies, and the collected data were analyzed using frequency analysis and the Analytic Hierarchy Process(AHP). Result: The findings revealed low utilization of PS-LTE, frequent communication failures particularly in coverage shadow areas and high demand for satellite communication integration, along with practical concerns such as device portability and compatibility. Conclusion: Upgrading communication infrastructure, strengthening inter-agency interoperability, and expanding field-oriented training were identified as key priorities, underscoring the need to establish both policy and technical foundations for building an integrated disaster communication network.
연구목적: 본 연구는 산불 재난 대응 현장에서의 PS-LTE 기반 통신망 활용 실태와 한계를 실증적으로 분석하고, 저궤도 위성통신을 포함한 차세대 통합통신망에 대한 수요와 우려를 파악하여 재난통신망 고도화를 위한 실효성 있는 대안을 제시하는 것을 목적으로 한다. 연구방법: 이를 위해 산림청 및 소속기관 근무자 127명을 대상으로 온라인 설문조사를 실시하고, 빈도 분석과 AHP 기법으로 자료를 분석하였다. 연구결과: PS-LTE의 낮은 활용도와 빈번한 통신 장애, 특히 음영지역 문제의 심각성이 확인되었으며, 위성통신 연계에 대한 높은 수요와 함께 장비 휴대성·호환성 등 실무적 우려도 도출되었다. 결론: 산불 재난통신 인프라 고도화, 기관 간 연동 강화, 현장 중심 교육 확대가 핵심 개선 과제로 제시되며, 통합 재난통신망 구축을 위한 정책적·기술적 기반 마련이 요구된다.
