Abstract
Purpose: This study aims to analyze the absence of a post-management system in Korea’s Disaster Impact Assessment(DIA) consultation scheme and to propose institutional and technical improvements. Method: The research examined three years of implementation inspection results(328 sites, 1,275 cases), conducted interviews with local government officials, and obtained expert consultations, while also comparing similar systems such as Environmental Impact Assessment and Subsurface Safety Assessment. Result: The results show that post-management tasks can be structured into five categories: implementation management, maintenance, verification and correction, feedback, and communication, and that a cooperative framework among project implementers, approval authorities, consultation agencies, and local governments is essential. It was also found that the enactment of an independent DIA Act, refinement of subordinate regulations, and reinforcement of penalty measures are required from a legal perspective, while linking the DIA operational support system with monitoring technologies is necessary from a technical perspective. Conclusion: This study provides a fundamental basis for closing the chronic gap in post-management, enhancing the effectiveness and sustainability of the DIA system, and strengthening the overall disaster risk reduction framework in Korea.
연구목적: 본 연구는 재해영향평가 협의제도의 사후관리체계 부재 문제를 분석하고 제도적·기술적 개선방안을 제시하는 데 목적이 있다. 연구방법: 이를 위해 최근 3년간 이행실태점검 결과(328개소, 1,275건)를 분석하고 지자체 담당자 인터뷰와 전문가 자문을 실시하였으며, 환경영향평가와 지하안전영향평가 등 유사 제도와의 비교·검토를 수행하였다. 연구결과: 사후관리 업무는 이행관리, 유지관리, 검증 및 보정, 환류, 소통 및 협력의 다섯 단계로 체계화될 수 있으며 사업시행자, 승인기관, 협의기관, 지자체 등 다주체 협력형 구조가 필요함을 확인하였다. 또한 개별법 제정과 하위법령 구체화, 과태료 강화와 같은 제도적 보완과 운영지원시스템 및 계측기술 연계를 통한 데이터 기반 관리가 요구됨을 도출하였다. 결론: 본 연구는 재해영향평가 사후관리 공백을 해소하고 제도의 실효성과 지속가능성을 제고하기 위한 기초적 근거를 제공한다는 점에서 의의가 있다.
