Purpose: The purpose of this study is to analyze the current status of disasters occurring during the dismantling of domestic buildings, derive problems in the safety management system, and present improvement measures for them. Building dismantling works are likely to lead to serious disasters due to a combination of structural instability and high-risk processes. Method: In this study, the domestic status was analyzed based on statistical data and representative accident cases, and implications were derived through comparison with foreign systems such as the United States, Japan, and the United Kingdom. Result: Institutionally, it is required to mandate a third-party review of the dismantling plan, strengthen the supervisor's authority to stop construction, and clarify the responsibility of the person placing an order for safety management. Technically, it is necessary to introduce advanced technologies such as structural analysis simulation, IoT-based risk detection systems, drones, and 3D scanning technologies. Operatively, it is required to introduce a specialized qualification system for dismantling construction, establish a platform for sharing excellent cases of safety management, and develop effective safety education programs. Conclusion: This study focuses on presenting institutional supplements and technical development directions by comprehensively reviewing the safety management system throughout the entire process of the decommissioning work.
연구목적: 본 연구의 목적은 국내 건축물 해체공사 중 발생하는 재해현황을 분석하고, 안전관리 체계의 문제점을 도출한 뒤, 이에 대한 개선방안을 제시하는 것을 목적으로 한다. 건축물 해체공사는 구조적 불안정성과 고위험 공정이 복합적으로 작용하여 중대재해로 이어질 가능성이 높다. 연구방법: 본 연구에서는 통계자료 및 대표적 사고사례를 기반으로 국내 현황을 분석하고, 미국, 일본, 영국 등의 해외 제도와의 비교를 통해 시사점을 도출하였다. 연구결과: 제도적으로는 해체계획서에 대한 제3자 검토 의무화, 감리자의 공사중지 권한 강화, 발주자의 안전관리 책임 명확화 등이 요구된다. 기술적으로는 구조해석 시뮬레이션, IoT 기반 위험감지 시스템, 드론 및 3D 스캐닝 기술 등의 첨단 기술 도입이 필요하다. 운영적으로는 해체공사 전문 자격제도 도입, 안전관리 우수 사례 공유 플랫폼 구축, 실효성 있는 안전교육 프로그램 개발 등이 요구된다. 결론: 본 연구는해체공사의전 과정에 걸친 안전관리체계를 종합적으로 검토하여, 제도적 보완점과 기술적 발전방향을 제시하는데 초점을 맞추고 있다.
