Purpose and Method: Ensuring fire service accessibility at fire and disaster sites is a critical factor in effective emergency response. This study examined the current status of areas in Seoul that are inaccessible or difficult to access for fire engines. In addition, an analysis of the current state of relevant policies and legal systems was conducted to identify key issues and propose improvements aimed at strengthening fire response capabilities. Result: In Seoul, the number of areas that are inaccessible or difficult to access for fire engines has shown a decreasing trend in recent years. However, Seoul still accounts for the highest proportion of such areas nationwide. There is a lack of legal regulations governing existing buildings. Measures to enhance the fire resistance performance of buildings are required. Conclusion: The issue of fire engine dispatch difficulty and inaccessibility is not merely a matter of road width. This situation results from a complex interplay of irrational urban structures, imbalances in legal frameworks, and a lack of public awareness. Therefore, a structural and comprehensive approach is required, alongside the implementation of long-term policy measures.
연구목적과 방법: 화재 및 재난 현장에 소방 접근성 확보가 재난 대응의 핵심변수이다.서울 시내에 존재하는 소방차 진입 불가 및 곤란 지역에 대한 현황을 보고, 관련 정책 및 법제도 등에 대한 실태분석을 통해 소방력 강화를 위한 문제점 및 개선 방안을 제시했다. 연구결과: 서울의 경우 매년 감소 추세를 보이나 여전히 전국에서 가장 높은 비율을 보인다. 기존 건축물에 대한 법적 규정이 부재한 만큼 건축물의 방화성능 강화가 필요하다. 결론: 소방차 출동 곤란 및 불가 지역 문제는 단순한 도로 폭의 문제가 아니라 도시 구조의 비합리성과 법제도의 불균형 등이 복합적으로 작용한 결과인 만큼 구조적이고 종합적인 접근이 필요하며 장기적인 관점에서의 정책적 대안이 병행되어야 한다.
