Abstract
Purpose: The purpose of this study is to compare and analyze the differences in importance and performance of workplace civil defense work, thereby enhancing the effectiveness of workplace civil defense work. Method: To this end, a questionnaire on the importance and performance of work was conducted using the regular censorship checklist of MOIS, and a total of 34 data were analyzed. For the collected data, priority areas were derived by comparing the Borich needs analysis and the locus for focus model after the t-test. Result: The differences in importance and performance of each field of work civil defense work could be compared, and two detailed work items were derived as the top priority items for work improvement. Conclusion: Accordingly, it presented implications for enhancing the efficiency of civil defense work, such as increasing policies and budgets to increase the rate of CBR squrd/civil defense equipment and reflecting the distribution of regular censorship tables through periodic measurement of importance-performance of civil defense work.
연구목적: 본 연구의 목적은 직장민방위업무의 업무분야별, 세부항목별 중요도와 실행도의 차이를 비교 분석하여 어떤 세부업무항목이 우선적으로 개선이 요구되는지 분석하고, 이를 통하여 직장민방위업무의 실효성을 제고하는데 있다. 연구방법: 이를 위해 행정안전부의 직장민방위대 정기검열 점검표를 활용하여 직장민방위업무를 7개의 업무분야로 크게 구분, 각 업무분야의 점검항목을 기초로 총 17개의 세부업무항목을 구성하여 직장민방위업무 담당자를 대상으로 업무 중요도와 현재 실행수준에 대한 설문조사를 실시하고 총 34명의 자료를 분석하였다. 수집된 자료는 t-검정 후 Borich 요구도 분석과 The Locus for Focus 모형을 비교하여 우선순위 영역을 도출하였다. 연구결과: 직장민방위업무 업무분야별 중요도와 실행도의 차이를 비교할 수 있었고, 2개의 세부업무항목을 업무개선 최우선순위 항목으로 도출하였다. 결론: 이에 따라, 화생방분대 장비 확보율과 민방위장비 확보율을 높이기 위한 정책 및 예산 증가, 주기적인 민방위업무 중요도-실행도 측정을 통한 정기검열표 배점 반영 등의 직장민방위업무 효율성 제고를 위한 시사점을 제시하였다.
