Abstract
Purpose: The purpose of this study is to derive the necessity of a Hold Point in temporary construction material with the largest proportion of crashes at construction sites. Method: Technicians and engineers who are experts in the fields of architecture, civil engineering, and safety performing construction-related tasks were investigated, and the importance of elements centered on law, management, work environment, and education was quantitatively evaluated through the Analytic Hierarchy Process (AHP). Results and Conclusion: There were limitations in the consistency and institutional clarity of the implementation system of the construction site. In particular, the work environment-oriented factor showed the highest importance, and risk assessment, work environment check, and pre-training were derived as key items. Accordingly, it is required to introduce an approval system based on safety essential points, clarify the role of supervisors (CM), and prepare standard procedures, and this study proposes the necessity of safety essential points to strengthen the effectiveness of safety management in temporary materials.
연구목적: 본 연구는 건설 현장에서 추락사고의 비중이 가장 큰 가설재에서의 안전필수확인점(Hold Point) 필요성을 목표로 한다. 연구방법: 공사관련 업무를 수행하는 건축, 토목, 안전 분야의 전문가인 기술사 및 공학박사 소지자를 대상으로 가설재 관련 법규, 기술 기준, 관리체계 및 교육 제도를 조사하고, 계층분석법(AHP, Analytic Hierarchy Process)을 통해 법·관리·작업환경·교육 중심 요소의 중요도를 정량적으로 평가하였다. 연구결과 및 결론: 건설현장의 실행 체계의 일관성과 제도적 명확성에서 한계를 보였다. 특히 작업환경 중심 요소가 가장 높은 중요도를 나타냈으며, 위험성 평가, 작업환경 점검, 사전 교육 등이 핵심 항목으로 도출되었다. 이에 따라 안전필수확인점 기반의 승인 체계 도입, 감리자(CM)의 역할 명확화, 표준 절차서 마련이 요구되며, 가설재 안전관리의 실효성 강화를 위한 안전필수확인점의 필요성을 제안한다.
