Abstract

Purpose: This study aims to empirically examine the relationship between perceived safety and administrative efficiency by analyzing Seoul citizens’ perceptions of Fire Service Administration and their level of policy acceptance. It also explores how citizens’ sociodemographic characteristics and safety attitudes influence their recognition and acceptance of fire-related infrastructure. Method: An online survey was conducted in October 2024 with a sample of 1,000 Seoul residents aged 20 and older. Statistical analyses, including t-tests, ANOVA, and chi-square tests, were applied according to the types of dependent and independent variables. The survey covered experience with fire services, satisfaction, assessments of facility adequacy, and policy preferences. Result: Citizens reported the greatest satisfaction with emergency medical services and responses to 119 calls. Significant differences were found across respondent characteristics in terms of perceptions of fire station location, policy acceptance, and policy preferences. The majority of respondents recognized prevention-oriented policies and the strengthening of early response capabilities as key areas for improvement. Conclusion: To enhance the policy acceptance of fire administration in Seoul, it is essential to implement communication strategies grounded in citizens’ experiences and to design policies that reflect generational and lifestyle differences.

연구목적: 본 연구는 서울시민의 소방행정서비스에 대한 인식과 정책 수용성을 분석하여, 체감 안전과 행정 효율성 간의 관계를 실증적으로 규명하고자 하였다. 시민의 인구사회학적 특성과 안전 태도가 소방 인프라 인식 및 수용성에 미치는 영향을 파악하였다. 연구방법: 서울시 거주 20세 이상 시민 1,000명을 대상으로 2024년 10월 온라인 설문조사를 실시하였다. 종속·독립변수에 따라 t검정, ANOVA, χ2검정 등을 활용해 통계 분석하였다. 분석 항목은 소방서비스 이용경험, 만족도, 시설 적정성 평가, 정책 선호 등의 영역으로 구성되었다. 연구결과: 시민들은 구급 서비스와 119 신고 대응에 대해 가장 높은 만족도를 보였다. 각 응답성 특성별로 소방시설 위치 인식, 수용성, 정책 선호에 유의미한 차이를 보였다. 대다수 시민은 예방 중심의 정책과 초기 대응 역량 강화를 주요 개선 방향으로 인식하고 있었다. 결론: 서울시 소방정책의 수용성을 높이려면 시민 경험에 기반한 커뮤니케이션과 세대 및 생활 특성의 차이를 반영한 정책 설계가 필수적이다.
