Purpose: This study aims to provide a direction for the construction of a national nuclear protection system before a nuclear explosion and suggests the development of necessary elements related to consequence management (CM). Method: It analysed the threat and assessed the impact of a nuclear attack by North Korea, and analysed national nuclear defence and post-disaster management measures to respond to the disaster crisis. Results: To develop a nuclear protection CM system, it is necessary to improve the legal and institutional framework, transform the nuclear civil defence system based on national survival capabilities and upgrade the capabilities of civil defence evacuation facilities. Conclusion: The establishment of a “preventive aftermath management system”, a pre-emptive protection strategy in the pre-attack phase, is an essential condition to minimise the catastrophic damage that would occur in the first few minutes of a nuclear attack and to achieve the core objectives of protecting survivors and maintaining the functioning of society.
연구목적: 본 연구는 핵폭발이전 국가 차원의 핵 방호체계 구축 방향을 제시하기 위한 연구로, 사후관리(CM : Consequence Management)와 연계한 필요 요소의 발전방안을 제시한다. 연구방법: 북한의 핵공격 시 위협을 분석하고 영향을 평가하였으며, 재난위기 대응을 위한 국가 핵방호 및 사후관리 방안을 분석하였다. 연구결과: 핵 방호 CM 체계를 발전을 위해서 법·제도적 기반의 정비, 국민 생존역량을 기반으로 한 핵 민방위 체계의전환, 민방위 대피시설의 기능 고도화가 선행되어야 한다. 결론: 핵공격 발생 이전 단계에서의 선제적 방호 전략인 ‘예방적 사후관리체계’ 구축은 핵 공격이 현실화될 경우 초기 수분 내에 발생하는 치명적 피해를 최소화하고 생존자 보호 및 사회 기능 유지라는 핵심 목표를 달성하기 위한 필수적 조건이다.
