Abstract
Purpose: This study analyzes the structural causes of apartment evacuation route obstructions and proposes preventive management measures for high-risk and aging complexes. Methods: After evaluating domestic and international safety standards, quantitative indicators—violation (Ri), recurrence (Rr), and complaint acceptance (Ra) rates—were derived from Gyeonggi-do's administrative audit (2023–2024) and safety complaint data (2H 2022–2024). Results: Analysis of 4,000 complexes revealed an 18.2% violation rate (Ri), with administrative leniency reaching 45%. The BLCM's inspection weight for evacuation routes was only 7.7%, highlighting a lack of quantitative oversight. These gaps, stemming from fragmented building-fire inspections, exacerbate safety risks in aging complexes. Conclusion: with administrative leniency reaching 45%. 연구목적: 본 연구는 공동주택 피난통로 적치물 발생의 구조적 배경과 법·제도적 한계를 분석하고, 특히 노후 및 고위험 공동주택에 대한 예방적 관리 방안을 제안하는 것을 목적으로 한다. 연구방법: 국내외 관련 법령 및 정기점검 체계의 정합성을 비교 검토하고, 경기도 감사 사례(2023-2024) 및 안전신문고 민원 분석(2022하반기-2024)을 통해 지적률(Ri), 반복 위반율(Rr), 민원 수용률(Ra) 등 정량지표를 도출하였다. 연구결과: 경기도 내 4,000단지 분석 결과 지적률(Ri)은 18.2% 이며, 일부 지자체는 단순 계도 비중이 45%에 달해 집행 편차가 컸다. 또한, BLCM 내 피난통로 점검 비중은 7.7%에 불과해 정량 관리의 한계가 확인되었다. 이는 점검 체계의 병렬 운영과 정량 기준 부재에 기인하며, 특히 노후 단지의 취약성 누적이 적치물 문제를 심화시키고 있음을 입증하였다. 결론: 피난 안전 확보를 위해 위험도 기반의 100점 만점 정량 지표를 설계하고, BLCM 연계형 이력 관리 체계 구축을 제안한다. 아울러 BF 인증제도 연계 및 법령 통합 지침 마련을 통해 사후 단속 중심에서 예방 중심의 통합 안전 거버넌스로 전환할 것을 강조한다.
