Purpose: Safety management in South Korea’s construction sites operates under two parallel legal systems the Occupational Safety and Health Act and the Construction Technology Promotion Act. This dual structure causes administrative fragmentation, negatively affecting on-site efficiency and safety performance. This study aims to empirically analyze the impact of such institutional bifurcation on safety management efficiency and job difficulty, and to propose practical improvement measures. Method: A two-round Delphi survey was conducted with ten safety management experts to identify key issues. Additionally, a questionnaire survey targeting 381 field practitioners was carried out, followed by cross-tabulation and regression analyses to examine the effects of job characteristics and unification measures. Result: The findings revealed that higher job difficulty levels were associated with increased negative impacts due to administrative duality. Redundant procedures increased job burden, whereas system unification and improved job support significantly enhanced efficiency (p < .05). Conclusion: The study confirms that administrative duality acts as a structural barrier to effective safety management. Rather than legal integration alone, simplifying procedures and unifying operational tasks are key strategies to improve safety management efficiency and on-site applicability.
연구목적: 국내 건설현장의 안전관리는 「산업안전보건법」과 「건설기술진흥법」이라는 이중 법체계로 인해 행정적 이원화가 발생하며, 이는 현장의 효율성과 안전성에 부정적 영향을 미친다. 본 연구는 이러한 이원화가 안전관리 효율성과 직무 난이도에 미치는 영향을 실증적으로 분석하고 개선 방안을 제시하고자 하였다. 연구방법: 안전관리분야 전문가 10인을 대상으로 2차 델파이 조사, 건설현장 실무자 381명을 대상으로 설문 및 교차분석을 실시하였으며, 회귀분석을 통해 직무특성과 일원화 조치의 효과를 정량적으로 검토하였다. 연구결과: 직무 난이도가 높을수록 이원화의 부정적 영향이 뚜렷했으며, 중복된 행정 절차는 부담을 가중시키는 반면, 업무 일원화와 직무지원은 효율성 향상에 기여하였다(p < .05). 결론: 법적 통합보다는 절차 간소화와 실무 일원화가 안전관리 체계 개선의 핵심임을 확인하였다.
