Abstract

Purpose: This study analyzed the role structure of safety management engineers within the integrated management system of LH apartment construction projects. Methods: A total of 8,640 administrative documents from three construction projects were analyzed using Role Theory. Results: Safety-related documents accounted for 38.0% of total document flow, and administrative document management (33.2%) exceeded field supervision (28.5%), confirming role expansion and role concentration. Conclusion: Safety management engineers function as active coordinators; this study proposes a role-decoupling structure and offers practical and policy implications for improving role performance systems.

연구목적: 본 연구는 LH 공동주택 건설현장을 대상으로 (안전)건설사업관리기술인의 역할 수행 특성을 분석하고 효율적 역할 수행 방안을 제시하고자 하였다. 연구방법: 공공 공동주택 건설현장 3개 사업에서 생산된 공식 행정문서 8,640건을 분석하였다. 역할이론(Role Theory)을 적용하여 건설사업관리기술인의 공식적 역할과 실제 수행 역할을 비교·분석하였다. 연구결과: 안전 관련 문서가 전체의 38.0%를 점유하였고, 행정·문서관리(33.2%)가 현장 지도·감독(28.5%)을 상회하여 역할 확장 및 집중 현상이 실증적으로 확인되었다. 결론: (안전)건설사업관리기술인은 통합 안전관리체계의 핵심 조정자임이 확인되었으며, 공종별 1차 검토를 통한 역할 분담 체계를 제안하고 효율적 역할 수행체계 구축을 위한 실무적·정책적 시사점을 제공한다.
