Abstract
Purpose: The purpose of this study is to analyze the potential risk factors of fishing vessel training ship to derive effective marine accident response manual improvement measures Method: Through surveys, expert interviews, statistics and literature analysis, risk factors of fishing vessel and problems of current manuals were identified Result: The current marine accident response manual had structural limitations in that it could not effectively manage the inherent risk factors of fishing vessel due to problems such as lack of collaboration system, complexity, and uniformity Conclusion: In order to increase the operability of the field, we present the improvement of the field-oriented manual focusing on the establishment of a modular digital response system and strengthening practical training, away from the existing uniform manual.
연구목적: 본 연구는 어선 실습선의 잠재적 위험 요인을 분석하여 효과적인 해양사고 대응 매뉴얼 개선 방안을 도출하는 것을 목적으로 한다. 연구방법: 설문조사, 전문가 인터뷰, 통계 및 문헌 분석을 통해 어선 실습선의 위험 요인과 현행 매뉴얼의 문제점을 식별하였다. 연구결과: 현행 해양사고 대응 매뉴얼은 협업 체계 부재, 복잡성, 획일성 등의 문제로 어선 실습선의 고유한 위험 요인을 효과적으로 관리하지 못하는 구조적 한계를 가지고 있었다. 결론: 현장의 작동성을 높이기 위해 기존의 획일적 매뉴얼에서 벗어나, 모듈형 디지털 대응 체계 구축과 실전적 훈련 강화를 중심으로 하는 현장 중심의 매뉴얼 개선안을 제시한다.
