Purpose: The purpose of this study is to systematically analyze the group-specific compliance levels with occupational safety and health laws and regulations within the 00 Public Corporation to identify vulnerable indicators. Method: Through regional grouping, performance rates for occupational safety and health law compliance indicators were collected and analyzed from various units of the target organization. The compliance level for each indicator was quantitatively evaluated, differences between groups were compared, and vulnerable indicators were identified. Result: Most groups recorded a compliance level of over 80%, demonstrating an active tendency towards legal compliance. However, persistently low performance rates were observed in the indicators for soliciting worker opinions and verifying mandatory training. This was confirmed as problems involving biased opinion submission, low participation, and some training content failing to meet legal standards. Conclusion: The indicators for soliciting worker opinions and verifying mandatory training were identified as major vulnerabilities. This suggests that, for the improvement of the organization's safety management level and policy formulation, activating worker opinion channels and supplementing the legal suitability of training content are primarily required.
연구목적: 00공단 조직을 대상으로 안전보건관계법령의 그룹별 이행확인 수준을 체계적으로 분석하여 취약지표를 도출하는 데 목적이 있다. 연구방법: 지역별 그룹핑을 통해 안전보건관계법령 이행확인 지표별 수행률을 수집 및 분석하였다. 지표별 이행수준을 정량 평가하고 그룹 간 차이를 비교했으며, 취약지표를 파악하였다. 연구결과: 대부분의 그룹이 80% 이상의 이행수준을 기록하며 법령 준수에 적극적인 경향을 보였다. 그러나 종사자 의견 청취와 의무교육 점검 지표에서 지속적으로 낮은 수행률이 나타났다. 이는 의견 제안의 편중과 낮은 참여율, 그리고 일부 교육 내용이 법적 기준에 미치지 못하는 문제로 확인되었다. 결론: 종사자 의견 청취 및 의무교육 점검 지표가 주요 취약점으로 확인되었다. 이는 조직의 안전관리 수준 향상 및 정책 수립을 위해 종사자 의견 청취 활성화와 교육 내용의 법적 적합성 보완이 우선으로 요구됨을 시사한다.
