Abstract
Purpose: The purpose of this study is to propose the re-establishment of speed bumps installation standards and the need to improve the system. Method: The effects of the installation of speed bumps were reviewed, and the amount of damage caused by the delay arrival of emergency vehicles was calculated through the current status of the installation of speed bumps in Korea and existing research cases. Result: As a result of applying 2% of the damage caused by the arrival of a one-minute delay to the fire situation, it was found that an additional damage of about 22 billion won was incurred nationwide. Conclusion: The installation of speed bumps has effects such as safety improvement, but it is necessary to prepare standards for the feasibility of installation because the negative impact of delaying the passage time of emergency vehicles cannot be overlooked.
연구목적: 본 연구는 과속방지턱 설치 기준의 재정립과 제도 개선의 필요성을 제안하는데 목적이 있다. 연구방법: 과속방지턱 설치에 따른 효과를 검토하고 국내 과속방지턱 설치 현황 및 기존 연구 사례를 통해 긴급차량의 지연도착에 따른 손해액을 산정하였다. 연구결과: 화재 상황을 대상으로 1분 지연도착에 따른 피해액 2% 적용결과 전국 기준 약 220억원의 추가 손해액이 발생하는 것으로 나타났다. 결론: 과속방지턱 설치로 인해 안전 향상 등의 효과가 발생하나, 긴급차량의 통행시간을 지연시키는 부정적인 영향을 간과할 수 없기 때문에 설치의 타당성에 대한 기준을 마련할 필요가 있다.
