Purpose: The purpose of this study is to systematically analyze the risk factors of safety accidents caused by aging electrical facilities that are rapidly increasing throughout the national infrastructure and residential environment and to suggest effective management measures. Method: From a disaster point of view, an in-depth analysis was conducted on three representative types of accidents: water and distribution facilities with high vulnerability, apartment houses and buildings, and cases of traditional markets and densely populated areas. In addition, risk factors were identified using the latest statistics from the Korea Electric Safety Corporation and related accident survey data. Result: As a result of multiple case analysis, overload due to insulation deterioration and octopus type connection, failure of circuit breaker, and deterioration of cable were identified as common risk factors. According to statistics from Korea Electric Safety Corporation, electric fires accounted for 22.9%(8,634 cases) of all fires in 2024, of which residential facilities accounted for the highest proportion at 34.6%. Conclusion: Strengthening preventive inspection systems, compliance with legal replacement cycles, introducing IoT-based smart monitoring, and revitalizing resident safety education are key measures to reduce the risk of aging electrical equipment.
연구목적: 본 연구는 국가 기반시설 및 주거 환경 전반에 걸쳐 급증하고 있는 노후된 전기설비로 인한 안전사고의 위험요인에 대해서 체계적으로 분석하고 효과적인 관리 방안을 제시하는 것을 목적으로 한다. 연구방법: 재난적 관점에서 취약성이 높은 수·배전 설비, 공동주택과 건축물, 재래시장과 인구밀집지역 사례 등 3가지 대표적인 사고 유형들에 대한 사례 중심의 심층적인 분석을 수행하였다. 또한, 한국전기안전공사의 최근 통계 및 관련 사고 조사 데이터를 활용하여 위험요인을 규명하였다. 연구결과: 다중 사례 분석 결과, 절연 열화와 문어발식 접속에 의한 과부하와 차단기의 불량 그리고 케이블의 노후화가 공통 위험요인들로 도출되었다. 한국전기안전공사 통계에 따르면 2024년 전기화재는 전체 화재의 22.9% (8,634건)를 차지하였고, 이 중 주거시설이 34.6%로 가장 높은 비중을 나타냈다. 결론: 급증하는 전기재해를 억제하기 위해서는 예방적인 점검체계의 강화와 법정 교체주기의 준수 그리고 IoT 기반 스마트 모니터링의 도입과 거주자 안전교육의 활성화가 노후 전기설비 위험 저감의 핵심적인 방안이라는 것을 확인하였다.
