Abstract
Purpose: This study examines the key factors for the continuous use of smart crowd management systems in mass gathering settings, focusing on field practitioners’ perceptions in Korea, where crowd management still largely relies on manpower. Methods: A literature review and analyses of domestic and international cases were conducted, followed by a two-round Delphi survey of disaster and safety practitioners. Key factors for the continuous use of smart crowd management systems were identified and evaluated using mean values and consensus indicators. Results: The continuous use of smart crowd management systems was more closely associated with data accuracy consistent with on-site conditions, followed by budgetary and institutional support and the reliability of data analysis, than with technological advancement. Conclusion: This study shows that continuous use depends more on data accuracy and institutional support than on technological complexity. A Delphi survey of field practitioners identified key factors and policy implications for technology-based crowd management.
연구목적: 본 연구는 다중운집 상황에서 스마트 인파관리시스템이 이미 도입되고 있음에도 불구하고, 여전히 인력 중심 대응에 의존하는 국내 인파관리 구조에 주목하였다. 이에 현장 담당자 인식을 바탕으로, 시스템이 지속적으로 활용되기 위한 주요 요인을 분석하고, 기술 기반 인파관리체계의 정착을 위한 정책적 시사점을 도출하고자 하였다. 연구방법: 문헌 및 국내외 사례 분석을 수행한 후, 재난안전 분야 실무자를 대상으로 2차에 걸친 델파이 조사를 실시하였다. 1차 조사에서는 시스템의 지속 활용에 영향을 미치는 요인을 도출하였으며, 2차 조사에서는 도출된 요인에 대한 중요도 평가를 실시하고 평균값과 합의 지표를 활용하여 주요 요인을 선정하였다. 연구결과: 스마트 인파관리시스템의 지속적 활용은 기술적 고도화 수준 자체보다는 현장 체감과 일치하는 데이터의 정확성, 예산 및 제도적 지원 체계, 그리고 데이터 분석의 신뢰성 등의 순서로 밀접하게 연관되는 것으로 나타났다. 결론: 본 연구는 스마트 인파관리시스템의 지속적 활용이 기술의 복잡성이나 기능 확장 여부보다는 현장에서 신뢰할 수 있는 데이터의 정확성과 이를 뒷받침하는 제도적·조직적 기반에 의해 좌우됨을 확인하였다. 델파이 조사를 통해 현장 담당자 인식을 기반으로 주요 요인을 도출함으로써, 기술 기반 인파관리체계의 정착을 위한 정책적 시사점을 제시하였다.
