Purpose: Although the chemical materials operation workplace must be having the prevention plan corresponding to the chemical incidents, the process safety report, the firefighting plan and etc., it is not enough to efficently prepare the responding to the disaster. As the detail responding plans to the disasters, we study SOP in this paper. Method: The frame of SOP design is based on the standard action manual of the field operation by Ministry of Interior and Safety. The detail SOP is defined using the emergency organization and risk warning level. Result: We define the detail SOP of 5 disaster types which are the possible incidents in the workplace. Conclusion: In case of the chemical materials operation workplace, it is important to fast response to the disaster, because of the near villages are damaged by chemical gas diffused in the air. Therefore, in this paper we define the detail SOP using the emergency organization and the risk warning level. In the future, it must be implemented using the software system. It is used the the worker with mobile phone or tablet.
연구목적: 화학물질 취급 사업장은 관련 법에 따라 화학사고예방관리계획서, 공정안전보고서, 소방계획서 등을 작성해야하지만, 실제 재난 발생시 비상조직에서 위기 단계별로 대응해야 할 세부적 SOP가 미비한 상태이다. 이에 따라 비상시 재난 유형별, 위기 경보 단계별, 비상 조직별 수행할 상세 SOP 설계를 본 연구의 목적으로 한다. 연구방법: SOP 설계의 기본 틀은 표준 현장조치 행동 매뉴얼을 기반으로 하여, 비상 조직별로 수행하는 SOP를 위기 경보 단계별로 정의하는 것으로 한다. 연구결과: 사업장에서 발생 가능한 대표 5종의 재난 유형에 대하여 재난 대응 SOP를 도출하였으며, 본 논문에서 도출된 결과의 일부 정보를 제시하였다. 결론: 화학물질 취급 사업장은 재난 발생시 그 영향이 인근 농가, 농작물에 영향을 미치기 때문에 효과적인 대응이 중요하다. 이에 따라 비상 조직에 대하여 위기 경보 단계별로 수행할 구체적 SOP를 도출하였다. 도출된 SOP는 소프트웨어 시스템으로 구축되고, 담당자는 현장에서 모바일 기기를 사용하여 효과적으로 활용 할 수 있을 것이다.
