Abstract
Purpose: This study aims to derive ESG core indicators applicable to police organizations based on public sector ESG guidelines and to propose a sustainable public safety policy model structured through an Input–Process–Output (IPO) framework. Method: The study employs literature review, analysis of public ESG guidelines, and case analysis of police ESG practices to derive ESG indicators and develop the policy model. Result: The findings indicate that ESG indicators for police organizations are primarily centered on Social (S) and Governance (G) domains, and an IPO-based model was developed to generate public safety and public trust outcomes. Conclusion: The ESG-based policy model serves as an integrated framework that structures decision-making and operations in police organizations, enabling the simultaneous achievement of public safety and accountability, and providing a foundation for sustainable development.
