Abstract
Purpose: This study aims to develop a “local-tailored disaster management implementation model” by identifying and analyzing key risk factors in Dongdaemun-gu, Seoul, and proposing actionable safety improvement measures. Method: A combination of quantitative and qualitative methodologies was used to systematically derive region-specific risk factors. Core risk management types and pilot project target areas were identified through structured analysis. Additionally, a comprehensive review of local policies and programs was conducted to formulate practical risk reduction initiatives. Result: The proposed model was applied and validated in Dongdaemun-gu, demonstrating its operational feasibility and adaptability for localized disaster safety management. Conclusion: The findings suggest that the practical model can be extended to other districts within Seoul, contributing to the improvement and advancement of local disaster safety management systems.
연구목적: 본 연구는 서울 동대문구를 대상으로 지역 위험 요인을 발굴 및 분석하고, 이를 기반으로 맞춤형 안전개선사업을 제안하는 ‘지역 맞춤형 재난관리 실행모델’을 개발하는 것을 목표로 하였다. 연구방법: 정량적·정성적 방법을 활용하여 지역 고유의 위험 요인을 체계적으로 도출하고, 핵심 위험관리 유형과 안전개선사업 대상 지역을 구체화하였다. 또한, 지역 정책 및 사업을 종합적으로 검토하여 실질적 위험저감사업을 제안하였다. 연구결과: 동대문구를 대상으로 본 모델을 적용·검증한 결과, 지역 맞춤형 재난관리 모델의 현장 적용성이 확인되었다. 결론: 본 연구에서 제시한 실행모델은 서울시 내 다른 자치구에도 즉시 확장 적용될 수 있으며, 지역 재난안전관리 체계의 개선과 발전에 기여할 것으로 기대된다.
