Abstract
Purpose: This study proposes an SII–SIV evaluation framework for CPTED effect assessment by incorporating operational judgment and implementation management elements. Method: Prior studies on CPTED, operational judgment, implementation management, and evaluation evidence were reviewed and translated into SII–SIV components. Result: SII was structured to assess effect-enabling conditions through SL, SB, and SI, while SIV was structured to assess value conversion potential through PV, EV, and AV. Conclusion: The framework extends CPTED effect assessment from facility- or outcome-based evaluation toward an operational judgment and implementation management-based approach.
연구목적: 본 연구는 CPTED 효과평가가 시설 설치 여부나 범죄발생 결과 중심에 머무르는 한계를 보완하기 위해, 운영판단과 실행관리 요소를 반영한 SII·SIV 평가체계를 제안하는 데 목적이 있다. 연구방법: CPTED, 운영판단, 실행관리 및 평가방법 관련 선행논의를 검토하고, 범죄위험 진단, 경찰자료 활용, 주민의견 반영, 사후관리, 성과평가, 기록관리 등을 SII·SIV 평가요소로 전환하였다. 연구결과: SII는 CPTED 효과 발생 조건을 SL, SB, SI로 평가하고, SIV는 보호가치, 효율가치, 적응가치로의 전환 가능성을 PV, EV, AV로 평가하도록 구성하였다. 결론: 본 연구는 CPTED 효과평가를 시설 중심 또는 결과 중심 평가에서 운영판단과 실행관리 기반 평가로 확장하며, 지자체 CPTED 사업평가, 적합성 확인, 지역안전지수 보완, 실무 진단도구 개발에 활용될 수 있다.
