Purpose: From 2014 to 2021, a total of 9,082 industrial accidents occurred in shipyards, of which 63 were fire-related, accounting for approximately 0.7%. This is the 10th highest figure in statistics by disaster type, and deaths due to fire rank 6th among all disaster-related fatalities, confirming that fire is a serious risk factor with a high fatality rate within shipyards. This study was conducted to ensure the safety of small and medium-sized shipyards, where safety accidents frequently occur due to poor facilities and narrow environments, with a focus on fire accidents that exhibit a high fatality rate. Method: Using previous research and statistical data, major risk factors were identified and verified through field investigations. Result: The research confirmed that the main causes of fire accidents in shipyards are: 1) high-temperature sparks generated during welding work coming into contact with combustible materials, and 2) insufficient management of flammable materials and facilities. Conclusion: Shipyard fires represent a significant safety hazard with a high mortality rate, and the risk is particularly evident in small and medium-sized shipyards. Therefore, thorough management of combustible materials and facilities, as well as the implementation of measures to prevent welding-related fire risks, is essential. These measures are expected to contribute to reducing safety accidents and improving overall safety in small and medium-sized shipyards.
연구목적: 2014년부터 2021년까지 조선소에서 발생한 산업재해는 총 9,082건에 달했으며, 이 중 화재로 인한 재해는 63건으로 약 0.7%를 차지하였다. 이는 재해 유형별 통계에서 10번째로 높은 수치이며, 화재로 인한 사망자는 전체 재해 사망자 중 6위를 차지하여 조선소 내에서 높은 치명률을 보이는 심각한 위험 요인임을 확인할 수 있다. 본 연구는 높은 치명률을 보이는 화재 사고에 초점을 맞추어, 열악한 시설과 협소한 환경으로 인해 안전사고가 빈번히 발생하는 중소형 조선소의 안전을 확보하기 위해 수행되었다. 연구방법: 선행 연구와 통계 자료를 활용하여 주요 위험 요인을 도출하였으며, 이를 현장 조사를 통해 검증하였다. 연구결과: 연구 결과, 조선소 화재 사고의 주요 원인으로는 1) 용접 작업 중 발생하는 고온의 불꽃이 가연성 물질과 접촉하는 경우와 2) 가연성 물질 및 시설에 대한 관리 부족이 확인되었다. 결론: 조선소 화재는 높은 사망률을 보이는 주요 안전 위험 요소이며, 특히 중소형 조선소에서 그 위험성이 두드러진다. 이에 따라 가연성 물질과 시설의 철저한 관리 및 용접 관련 화재 위험 예방 조치를 시행하는 것이 필수적이며, 이러한 조치는 중소형 조선소의 안전사고를 감소시키고 안전성을 향상시키는 데 기여할 것이다.
