Purpose: It’s to a quantitative evaluation plan for seawater risk to determine the timely advance evacuation of coastal residents in the event of a typhoon. Method: After defining the risk of seawater during a typhoon, it was analyzed by dividing it into influencing factors such as tidal, storm surge, and waves, and detailed application criteria for each influencing factor, evaluation system development results, risk area selection, and real-time response measures were presented. Result: The proposed evaluation criteria of seawater risk in coastal areas during typhoon are valid and can be used as a basis for determining the safe evacuation of residents at that time. Conclusion: Until now there has been a disaster response manual at the government level related to typhoons, there has been no criterion for determining whether or not to evacuate from the prespective of coastal residents. When applying the criteria presented in this paper, it is expected that the government’s disaster response ability and public security will be greatly improved.
연구목적: 태풍 시 해안지역 주민의 적시적 사전대피를 판단하기 위한 해수 위험성에 대한 계량적 평가 방안을 제시하는데 있다. 연구방법: 태풍 시 해수 위험성을 정의한 후 영향요소인 조석, 폭풍해일, 파도로 나누어 분석하고, 영향요소별 세부 적용기준과 평가체계 개발결과, 위험지역 선정 및 실시간 대응방안을 제시하였다. 연구결과: 제시된 태풍 시 해안지역 해수 위험성 평가 기준과 대피조건은 타당성이 있으며, 태풍 시 주민의 안전한 대피를 결정할 근거로 활용할 수 있다. 결론: 그동안 태풍 관련 정부 차원의 재난대응매뉴얼은 있었으나, 정작 해안 주민 입장에서 가장 중요한 대피여부 판단기준이 없었다. 본 논문이 제시한 기준 적용 시 정부의 재난대응력과 국민의 안전보장이 크게 향상될 것으로 기대한다.
