Purpose: This study aimed to confirm the positive impact of real-time hazard identification and response, utilizing smart technology and mobile applications, on the efficiency of safety management in construction sites. Method: The theoretical background was established through a literature review, and data were collected through surveys. The collected data were analyzed using IBM SPSS Statistics 19 and Amos 26 software for multivariate analysis and structural equation modeling (SEM). Results: The study confirmed that risk sensitivity plays a significant role in enhancing action levels through the mediation of hazard identification. This finding suggests that the process of recognizing and identifying hazards in construction sites positively affects action levels. Additionally, hazard identification directly influences effectiveness and also has an indirect effect through the mediation of action levels. Therefore, the study emphasizes the need for a structural pathway that connects hazard identification and action levels to achieve practical safety outcomes in construction safety management, beyond mere legal compliance. Conclusion: It was confirmed that increasing risk sensitivity and establishing a systematic process for hazard identification are crucial for strengthening action levels and ultimately improving effectiveness.
