Purpose: As accidents in the construction industry have a higher accident rate than in other industries, we intend to analyze the current status and problems of safety and health education for workers employed in the construction industry to prevent accidents and suggest ways to improve them. Method: We conducted a study by analyzing the problems and identifying directions for improvement in the education through a survey of basic safety and health education for construction workers currently being conducted at H Construction’s nationwide sites and interviews with workers in related industries, and by referencing the latest prior papers and research reports. Result: The study found that education for foreign workers, including construction workers, is not responding properly to changes in the times, and that problems such as development of teaching materials, payment of training costs for workers, and daily wages continue to arise. In addition, there is controversy over the deterioration of training companies, and there is no follow-up system for implementing refresher training after new training, resulting in insufficient opportunities for training. Conclusion: Through this study, we proposed alternatives for national policy processes and systems to prevent accidents among construction industry workers.
연구목적: 건설업에서의 재해는 타 산업분야 보다 높은 재해율을 나타남에 따라 건설업에 취업하는 근로자에 대한 재해를 예방하기 위한 안전보건교육의 현 실태와 문제점을 분석하여 개선방향을 제시하고자 한다 연구방법: H건설의 전국현장을 대상으로 현행 실시하고 있는 건설업 취업 근로자의 기초안전보건교육의 설문조사, 관련업종 종사자의 인터뷰를 통한 교육의 문제점 분석과 개선방향을 확인하고, 최신 선행논문, 연구보고서 등을 참고하여 연구를 진행하였다. 연구결과: 건설업 취업 근로자를 포함하여 외국인 근로자에 대한 교육에 있어 시대적 변화에 재대로 대응하지 못하고 있으며, 교재개발, 근로자의 교육비용 지불, 일당 등의 문제가 지속적으로 발생하고, 교육업체의 부실화 논란, 신규교육 후 보수교육 등 실시에 대한 후속적인 제도마련 되지 않아 교육의 기회가 미흡하였다는 연구결과가 나왔다. 결론: 본 연구를 통하여 건설업 취업근로자의 재해예방을 위한 국가적 정책과정과 제도에 대한 대안을 제안하였다.
