Purpose: This study explores strategic planning directions for transforming urban waterfronts, encompassing both natural and artificial water systems, into functional centers of urban life. Method: Through a comparative analysis of the Mapo district in Seoul and Cheongna IFEZ in Incheon, this study identifies the essential spatial configurations and planning elements required for waterfronts to function as central urban spaces. Result: The findings indicate that the essence of a waterfront city is determined not merely by the physical presence of water, but by the strategic positioning and continuous management of waterfront spaces within the overall urban fabric. Conclusion: This study concludes that a waterfront-centered urban system is able to be achievable through an integrated framework that redefinition of waterfront identity, the enhancement of urban connectivity, and the alignment of institutional mechanisms with long-term management strategies.
연구목적: 자연수계와 인공수계에 기반한 도시 수변공간의 특성을 분석하고 수변공간이 도시 생활권의 중심 공간으로 작동하게 하기 위한 계획방향을 모색한다. 연구방법: 서울 마포 일대와 인천 청라국제도시를 대상으로, 수변공간이 도시의 중심공간역할을 하기 위해 요구되는 공간구성 방식과 계획요소를 도출하고 도시 생활권의 수변공간 계획방향을 제안하도록 한다. 연구결과: 수변도시는 물의 존재 또는 물리적 인접성 여부가 아니라 제도적 기반 아래 수변공간의 위상을 도시구조 속에서 어떻게 설정하고 지속적으로 운영하는지가 도시의 정체성과 수변활성화를 결정짓는 핵심 요인으로 작용한다. 결론: 도시구조에서 수변공간이 생활권의 중심으로 작용하기 위한 통합적 도시공간 구축 방안은 수변공간의 위상 정립 및 수변장소성 회복, 통합적 수변네트워크 구축 및 수변접근성 확보, 제도적 장치와 지속가능한 운영 전략으로 요약된다.
