Purpose: The purpose of this study is to present the necessity of introducing BCMS and an institutional linkage plan to strengthen the construction industry's disaster response and work continuity after the revision of the Special Act on Construction Safety. Method: An institutionalization plan was derived through analysis of related laws and systems, comparison of ISO 22301 and ISO 45001, review of domestic and international prior studies, and analysis of policy data. Results: It was confirmed that the existing safety management system has limitations in continuity management after a disaster, focusing on prevention, and is effective in shortening recovery time and reducing the risk of business interruption when introducing BCMS. Conclusion: BCMS is a core system for securing resilience and continuity of the construction industry, and it is necessary to establish it as a safety management system at the national level through legal and institutional linkage and phased spread.
연구목적: 본 연구는 건설안전특별법 개정 이후 건설산업의 재난 대응 및 업무연속성 강화를 위해 BCMS 도입의 필요성과 제도적 연계 방안을 제시하는 것을 목적으로 한다. 연구방법: 관련 법·제도 분석, ISO 22301 및 ISO 45001 비교, 국내외 선행연구 검토, 정책자료 분석을 통해 제도화 방안을 도출하였다. 연구결과: 기존 안전관리체계는 사전예방 중심으로 재난 이후 연속성 관리에 한계가 있으며, BCMS 도입 시 복구시간 단축과 사업중단 위험 감소에 효과가 있음이 확인되었다. 결론: BCMS는 건설산업의 회복탄력성과 연속성 확보를 위한 핵심 제도로, 법·제도 연계와 단계적 확산을 통해 국가 차원의 안전관리체계로 정착할 필요가 있다.
