Abstract
Purpose: Through recent improvements to the national contract system, safety evaluation has been mandated across public construction projects. However, the current evaluation framework is limited to legal compliance checks and formal document reviews, which restricts its effectiveness in practical disaster response and construction continuity. This study aims to propose an integration model between the National Contract System safety evaluation and the Business Continuity Management System (BCMS) based on ISO 22301. Method: This study conducted a literature review and case analysis to identify limitations of the existing safety evaluation system. Core BCMS elements—risk assessment (RA), business impact analysis (BIA), recovery strategies, and training and exercise systems—were analyzed and mapped to safety evaluation items to develop an integrated evaluation framework. Result: The results indicate that incorporating BCMS elements into the national contract system safety evaluation enables a shift from a compliance-oriented assessment to a comprehensive evaluation system that strengthens disaster response and recovery capabilities in construction projects. Conclusion: The proposed integration model enhances construction safety management by improving continuity and resilience beyond legal compliance. The findings can serve as foundational data for institutional improvement and practical application, including future revisions to the Enforcement Decree of the Special Act on Construction Safety and the National Contract Act.
연구목적: 최근 국가계약제도 개선을 통해 공공 건설공사 전반에 안전평가가 의무화되었으나, 현행 안전평가는 법규 준수 여부 및 형식적 계획서 검토에 국한되어 있어 실질적인 재난 대응 및 공사 연속성 확보에 한계가 있다. 본 연구는 ISO 22301 기반의 비즈니스연속성관리시스템(BCMS)을 국가계약제도 안전평가에 연계하는 방안을 제시하는 것을 목적으로 한다. 연구방법: 문헌 분석과 사례 연구를 통해 현행 안전평가 제도의 한계를 도출하고, 리스크 평가(RA), 업무영향분석(BIA), 복구전략, 교육 ·훈련체계 등 BCMS 핵심 요소를 안전평가 항목에 연계 ·통합하는 평가 모델을 설계하였다. 연구결과: BCMS 요소를 국가계약제도 안전평가에 반영할 경우, 기존의 법규 준수 중심 평가에서 벗어나 건설공사의 재난 대응 및 복구 역량을 강화하는 종합적 평가체계로 발전할 수 있음을 확인하였다. 결론: 본 연구에서 제안한 연계 모델은 건설 안전관리의 실효성과 지속성을 제고할 수 있으며, 향후 건설안전특별법 시행령 및 국가계약법 개정을 통한 제도 개선과 실무 적용을 위한 기초자료로 활용될 수 있다.
