Abstract

Purpose: This paper aims to develop quantitive evaluation criteria of Plan- ‘Planning’ in the PDCA(Plan-Do-Check-Act) requirements of ISO 22301 which is a global standard in the area of BCMS(Business Continuity Management System). Method: Two Delphi surveys were conducted on expert group to examine the vakidity of ISO 22301’s Plan – planning requrements as an evaluatoion criteria, and the relative importance wae conducted throgh the AHP survey Result: As a result, the 18 quantitive evaluation criteria were developed and proposed to enable effective evaluation of the organizatin’s BCMS capabilities. Conclusion: A quantitative evaluation system should be implemented in the certification review for effective evaluation of BCMS capabilities. To this end, it was concluded that a quantified evaluation criteria with relative importance should be developed.

연구목적: 본 연구는 BCMS의 정량적 평가체계 도입을 위해 BCMS 분야의 국제표준인 ISO 22301(2019)의 PDCA(Plan-Do-Check-Act) 요구항목 중 Plan- ‘기획’ part의 정량적 평가지표를 개발하는 것을 목적으로 한다. 연구방법: 전문가 그룹을 대상으로 2회의 델파이 조사를 하여 ISO 22301의 Plan- ‘기획’의 세부요건들의 평가지표로서의 타당성을 검토하고, AHP 조사를 통해 상대적 중요도를 산정하였다. 연구결과: 조직의 효과적인 BCMS 역량평가가 가능하도록 18개의 정량적 평가지표를 개발하여 제안하였다. 결론: BCMS 역량에 대한 효과적인 평가를 위해 인증심사에 정량적 평가체계가 도입되어야 한다. 이를 위해 상대적 중요도가 포함된 정량화된 평가지표를 개발하여야 한다는 결론을 도출하였다.
