Abstract

Purpose: Securing the continuity of essential functions in the private sector and ensuring the stability of people’s daily lives. Method: Based on the national core-based management targets, private sectors in areas directly related to people's lives are selected. Presents standards for establishing functional continuity plan obligations. Result: Establishing the scope of establishing a functional continuity plan in five areas that have not been designated as mandatory in the private sector and presenting standards based on this. Conclusion: In disaster situations, functional continuity of the private sector, which is directly related to people's lives, can be secured to maintain people's daily lives and establish a social safety net.

연구목적: 민간영역에서 필수적인 핵심기능의 연속성을 확보하여 국민 일상의 안정성을 확보한다. 연구방법: 국가핵심기반의 관리대상을 기반으로 국민생활과 직결되는 분야의 민간영역을 선정하고, 기능연속성계획 수립 의무대상 수립 기준을 제시하였다. 또한, 민간기업의 실태파악 및 의견수렴을 통해 선정기준에 대한 실효성을 확보하였다. 연구결과: 민간분야에서 법률 상 의무대상으로 미지정된 5개 분야에서 기능연속성계획 수립범위를 설정하고, 이를 기반으로 기준을 제시하였다. 결론: 재난 상황에서 국민 생활과 직결되는 민간분야의 기능연속성을 확보하여 국민의 일상생활을 유지하고 사회적 안전망을 구축할 수 있다.
